Institute for Strategic Dialogue Reports Russian-Aligned Operation Overload Using Purported AI-Generated Impersonations Across January to March 2025

The Institute for Strategic Dialogue (ISD) uncovers Operation Overload, a Russian-aligned operation employing AI-generated voiceovers and visual impersonations to propagate false or incendiary content. ISD identified at least 135 targeted posts in early 2025, including the viral video falsely claiming USAID funded celebrity trips to Ukraine (Incident 1061). This incident underscores the need for trustworthy AI and robust governance mechanisms.
